Job Description



Keyman Personnel is recruiting on behalf of a leading client for a Quantity Surveyor to work on the Wiltshire Highways Term Maintenance contract.

Role Overview:
As a Quantity Surveyor, you will be part of the Commercial Team, responsible for managing the commercial aspects of the highway maintenance operations across Wiltshire. Your role will be crucial in maximising and protecting the company’s commercial position by overseeing commercial functions in line with contract terms.

Contract Details:
This contract delivers maintenance and improvement works to various highway assets across the local authority network, including repairs of safety defects, gully emptying, drainage and footway improvements, grass cutting, streetlighting, and emergency and winter services. The work is primarily delivered by direct labour at three depots across the county, supported by a network of local and national supply chain partners. The commercial team plays a key role in ensuring that completed works are accurately measured and valued.

Key Duties & Responsibilities:
• Oversee commercial activities associated with highway maintenance works.
• Assist in managing subcontractor accounts, including assessing applications for payment and issuing payment notices.
• Produce and analyse cost and value reports against forecast in conjunction with the Managing Quantity Surveyor/Commercial Manager.
• Participate in monthly Cost Value Reconciliation review meetings with Commercial and Operational teams.
• Assist in the preparation of Early Warning Notices (EWN) and Compensation Events (CE) as required.
• Administer contractor/subcontractor change control procedures.
• Provide information and responses to client audit queries.
• Pricing Compensation Events.
• Perform ad hoc commercial duties and technical administration as required.
• Undertake site visits and measurements.
• Offer QS support to other entities within the company when instructed.

Skills & Knowledge Requirements:
• Proficient in the use of Microsoft Excel and Word.
• Knowledge of Causeway Project Accounting and HIAMS would be advantageous.
• Experience working within highways maintenance, particularly under the NEC suite of contracts.
• Strong communication skills, both orally and in writing.
• Ability to effectively plan workload, maintain a methodical approach, and be consistent and conscientious.
• Analytical mindset with the ability to question, interrogate, and verify information.
• Proven ability to build excellent relationships with contacts at all levels.
